TikTok U.S. is shifting operations away from direct control by ByteDance and toward a group of American investors, led by Oracle alongside Silver Lake and MGX. The goal of this move is to address ongoing U.S. government concerns about national security by reducing Chinese ownership and oversight of TikTok’s American business and data systems. Rather than introducing anything new for users, the change focuses on who controls the company and how data is managed.
The new TikTok USDS Joint Venture LLC is set to manage day-to-day U.S. operations, including data protection, algorithm oversight, content moderation, and software assurance. Oracle is positioned as the “trusted security partner,” responsible for hosting U.S. user data in its cloud and auditing compliance with government security terms. Under this framework, ByteDance can license the algorithm but is walled off from U.S. user information and from influencing the American recommendation system.
